AmCham Mongolia Statement of the Presidential Pardon of Justin Kapla, Hilarion Cajucom Jr., and Cristobal David
ULAANBAATAR — The American Chamber of Commerce (AmCham) in Mongolia appreciates the pardon by President Elbegdorj to Justin Kapla, Hilarion Cajucom Jr., and Cristobal David. Mr. Kapla, who is a U.S. citizen, and his two colleagues from the Philippines were found guilty on January 30th of tax evasion in a Mongolian criminal court and sentenced to nearly six years imprisonment following a flawed investigation and trial.
This pardon comes at a time when many others remain subject to travel bans and international business executives are reluctant to travel and do business in Mongolia. A transparent and just legal system is a cornerstone to any democratic society and critically important to an open and vibrant economy. Travel bans that are indiscriminately placed on both Mongolians and foreigners remain a key issue that requires urgent attention.
